Defence and the deterrent concept

Defence taxes are a form of national insurance. You can insure yourself or your property against a disaster or theft or in the national sense insure yourself against being plundered by an aggressor power.

Like insurance, money spent on defence rises dramatically when the risk increases. In time of direct threat or war, there is virtually no limit to the country’s determination to de­fend itself. But at periods of low direct threat, there is a temptation to cut back on the payments, possibly even to skip a premium or two – and we are seeing this process today.
