Relations between the AUF and the DotA had become increasingly strained during March/April as George Markey became increasingly frustrated by his lack of success in bringing about any relaxation of ANO 96. 25. His proposals to move outside the influence of the DotA, while well-intentioned for the AUF, caused further alienation from the DotA, plus considerable internal stress within the AUF.
The DotA’s reaction was to withhold funding since the intended use of the funds was to assist the AUF in performing some of the DotA’s functions. This lack of funds caused a reduced level of service to members and enquirers since the AUF’s paid staff could not be maintained full-time. For example, many pilot certificates had not been issued or, in some cases, not even approved.
