A new name and hopefully a new game. The ‘old’ Department of Transport & Communications is now broken into three separate operating units with some of the aviation components of the DOTC surviving along with the Federal Airports Corporation and most recently the Civil Aviation Authority. It is the latter that perhaps most aviators will have the most contact with as the CAA will be responsible for safety standards, industry regulation, ATC, flight services and the provision of airport fire fighting and rescue services. The new Chief Executive of the CAA, Mr Collin Freeland, with his long experience of aviation administration, speaks with John Spiers on the challenges that both the industry and the CAA must face in the years ahead.
JS: There seems to be a bit of shell shock and confusion out in the industry about what it has been hit with. People are still getting used to the Federal Airports Corporation (FAG) as a nongovernment body and now they have been hit with the Civil Aviation Authority (CAA). People in the industry seem to think they have been bombarded with bits of paper from two different organisations, both of whom appear to want more money – that is certainly the way people in the field see it and they are not quite sure what they have suddenly got on their hands. You recently used the phrase about your hoping that they will not be too unhappy “when they understand what is going on” – so you are obviously aware that there is some confusion out there about the current situation.
