Chairman’s Report to Members

In his annual report to members of the Association of Australian Aerospace Industries, the Chairman, Mr Peter Lister of Hawker de Havilland Ltd, stressed the considerable involvement of the Executive with the various arms of Government (both State and Federal) and with international organisations. All this involvement has been concerned with the restructuring of the Australian aerospace industry and the development of export markets for the industry.

Offsets

He reported on work the Association had undertaken in formulating a position in relation to the continuation of civil offsets requirements for purchases of passenger aircraft, once the Australian aviation industry is deregulated. The Association strongly supports the continuation of offsets requirements and wishes them to be applied to all imports of aircraft (above the threshold of $A2. 5 million) which are to be used for commercial purposes. He noted that there is an increasing understanding that meeting civil offsets obligations has minimal impact on passenger fares. He said that waiving the policy in relation to Australian purchases would see the transfer of civil offsets work, currently undertaken in Australia, to overseas companies in those countries who insisted on some form of counter-trade or local industry participation for their civil aircraft purchases.
