An Engineering Overview

The ALAEA is an industrial organisation representing Licensed Aircraft Maintenance Engineers (LAMEs) throughout Australia. One of our principal objectives is to “promote and enforce high standards in aircraft maintenance”. The challenge les in maintaining present standards or increasing them, in the face of commercial and time pressures which favour a relaxing of standards and regulation. From the balance sheet point of view, an aircraft is most profitable whilst flying, whereas from an airworthiness point of view, it is safest when on the ground. Between these two extremes we must logically endeavour to find a practical balance.

Presently there are a number of “reviews’ being undertaken in our industry which are of interest to the ALAEA. The Air Safety Regulatory Review Task Force must be commended on its work to date which should ultimately result in a regulatory system in this country which is up to date, understandable and practicable. The Regulatory Services Review, which is aimed at “reducing costs, eliminating non-essential activities and devolving responsibility to the industry” is seen as ill-advised and premature. How can the CAA look at eliminating and/or devolving part of its duties under the regulations when those regulations themselves are subject to review? At best it is questionable and ablatant waste of the CAA’s limited resources.
