Amendments to Fac & Caa Acts
Two Bills to amend the legislation controlling the Federal Airports Corporation and Civil Aviation Authority were introduced into Federal Parliament on the last day of sittings in 1989. These Bills are expected to be reintroduced when Parliament assembles after the election.
The Bills are a response to the 1989 Senate Inquiry into the authorities. They also take the opportunity to sort out some of the problems in the establishing legislation. The Bills essentially seek to delegate financial responsibility from the Government to the Boards. The claim that this increases their accountability is undermined by the fact that the Government will still set financial targets.
