Caa Revising Maintenance Legislation

Sweeping changes to aircraft maintenance legislation and surveillance have been foreshadowed in a six page circular aircraft operators issued by the Civil Aviation Authority.

The changes, to be promulgated in October, are to take effect from 1 January 1991 and are part of an overall program of rationalisation being undertaken on the accumulation of former Air Navigation Orders (ANOs – now called Civil Aviation Orders or CAOs) which the CAA has inherited from the former Government Department responsible for the administration of civil aviation in Australia.

Although that Department underwent no less than three changes of identity between the abolition of the old Department of Civil Aviation by the Whitlam Government in 1973 and the establishment of the CAA in 1989, both the Air Navigation Regulations and the ANOs amplifying them remained substantially unchanged, with little room for interpretation or flexibility.
