The Canadian Experience

This is the first of a three part series examining the effects of deregulation in other countries. Next issue we analyse the New Zealand experience while in our November edition, we look at the Australian scene and survey what might lie ahead in the coming year for domestic air travellers.

The theory is that airline deregulation leads to competition and therefore is good for the consumer — more airlines and more flights from which to choose from and lower fares. The Canadian experience, after three years of de facto deregulation and almost two years of the official version, has shown this to be largely true.

But there is a downside as well. The increase in the number of airline flights and passengers has put a tremendous strain on the airways and airports system. Canada’s federal government, which operates those systems, has simply been unable to keep pace with the growth, resulting in often horrendous delays. Indeed, scheduled flight times between Toronto and Montreal — 300 nautical miles and the country’s most heavily travelled route — are 15 minutes longer now than they were in the days of the Vickers Viscount and Vanguard. At peak times, an aircraft nowadays can spend more time taxiing from the airport gate to the runway than it does in the air. At Toronto’s Lester B Pearson International Airport, air traffic controller shortages have forced authorities to limit movements to 70 an hour, rendering it off limits to most general aviation and other non-scheduled traffic. By comparison, Miami, Florida, an airport with a similar runway configuration, can handle 140 movements an hour.
