HAA Versus the Spcc
The Helicopter Association of Australia (HAA) is involved in a fight which, if lost, could see the virtual end of urban helicopter operations in Australia. The dispute, with the NSW State Pollution Control Commission (SPCC), is over that department’s understanding of noise standards. The HAA also claims the SPCC is attempting to influence other states to impose its own incorrect noise standards on helicopter operations and is ignoring the already established limits set by the Australian Standards Association (ASA).
Also of great concern to the HAA is a fear that the SPCC is lobbying other states to impose a similar standard to its own in an attempt to have the ASA standard altered. This would, if it came into force, virtually ban the operation of modern helicopters in urban areas. The SPCC standard, if introduced, would also cause the abandonment of the proposed Central Business District heliport proposed for abandoned wharves at Pyrmont, an inner city slum under regeneration.
