By following the US method of using civilian FAA ATC personnel for military ATC requirements, the ADF might be able to save itself money whilst ultimately boosting the revenue base of the CAA - something that could save civilian airspace users money in the long term as presently the military get a free ride at their expense. Military Airspace: A Micro-Economic Reform
A great deal is being written and talked about at the moment on how the CAA should divide and manage Australian airspace.
Arguments rage about maintaining the status quo or adopting a more international model based on the ICAOA to G definitions (AMATS). The CAA has also just announced a radical and visionary plan concentrating Air Traffic Control into two centres, one in Brisbane and the other in Melbourne (refer p. 46 May 91 AA). This plan is based on the introduction of the new airspace divisions. One agency, however, seems conspicuously absent from the discussion and the plans, the Department of Defence.
The Australian Aviation Advisory Council in its report to the Minister of 17 January 1991 under “Charging the Military for the Use of Civil Airways F acilities”, stated, amongst other things, that “It is the civil users of airspace who are paying for the CAN FAG services and facilities. We noted that the review of airspace management will consider standardising some of the practices applicable to military and civil airspace which may have implications for how costs are apportioned between civil and military users of the airspace and aviation infrastructure. ” So there is some dial9gue, but, I submit that “standardising some of the practices” does not go far enough.
