The Federal Government Reneges on Agreement to Industry
In 1984, the Federal Government commissioned MrHenry Bosch to lead an independent inquiry to examine and report on the costs attributed to the Australian aviation industry.
His report recommended, inter alia, that regulatory costs should continue to be separated from other costs, that costs associated with setting and enforcing standards for regulatory services should not be recovered, and where practicable, the (then) Department of Aviation should devolve responsibility for regulatory services to the private sector. In addition, the report recommended that the Department, in consultation with industry, should construct a plan to attain full cost recovery of regulatory services, other than those associated with setting and enforcing standards, within ten years.
Further to the recommendations, the report stated that there was a component of public interest in the areas of standard setting and enforcing and that the Government is legally obliged to maintain these activities, to a large extent, independently of any specific demand or request from the industry. Bosch also considered it important and in the public interest to prevent the development of pressures to reduce the stringency of standards, which may occur if these costs are recoverable.
