Military/Civil Aviation Cross-Charging Report Formulates Options for Equitable Cost Recovery
The Military/Civil Aviation Cross Charging Task Force has released its draft recommendations on the equitable charging of users of civil, military and joint civilian/ military aviation facilities, Air Traffic Control (ATC) and Rescue and Fire Fighting Services (RFFS).
Recent trends have seen a shift in emphasis away from the government subsidising services towards the principles of user pays. The aviation industry has seen this applied to the creation of the Civil Aviation Authority to provide ATC and RFFS, and the establishment of the Federal Airports Corporation, which now manages the major and many secondary airports within Australia. In the same vein, the cross charging task force was set up to devise a means of fair charging for the costs of operating and maintaining aviation facilities for both military. and civil users. Traditionally the military has not been required to pay for the use of civil facilities and similarly civil aircraft have not had to pay for the use of Defence facilities.
Following the receipt of submissions from various aviation and government bodies and studying the practices of other countries, the task force’s draft report was formulated and it proposes two options for possible cross charging.
