Perth Airport has released the Preliminary Draft Major Development Plan (MDP) for its new terminal project, which is now open to public comment.
The project, part of Perth’s “One Airport” program, includes terminal facilities as well as aprons and taxiways, and will be led by Western Sydney International Airport designer Woods Bagot. Public comment is open until 14 January.

Airport chief executive Jason Waters said the terminal will aim to “reflect a modern, vibrant and dynamic Western Australia and will provide passengers a world-class experience”.
“We are focused on building a smart terminal that operates efficiently and safely and makes use of technology that improves the customer experience and operational efficiency,” he said.
“With the passenger journey at the top of mind, we will create a seamless and intuitive terminal experience for all passengers whether they are starting their journey, transferring or returning home.
“Its sustainable design and proven best-in-class technology will also drive new levels of efficiency for our airline partners.”
In a fact sheet, Perth Airport said Western Australia’s aviation sector is “soaring”, with Perth breaking 17 million passengers for the first time in the 2025 financial year.
“To support the continued growth of international services, an expansion of T1 International terminal facilities is needed,” the fact sheet says.
“In addition, in May 2024 the Qantas Group committed to relocating all services from T3 and T4 to a future new terminal in the Airport Central precinct, enabling the growth required to turn Western Australia into a major domestic and international hub for Qantas and Jetstar.
“Together these terminal developments form the New Terminal project and are the final stage of the long-held vision of having all commercial passenger air services within a centralised precinct.”
According to the fact sheet, works will take place across an area of around 79 hectares.
“In addition to expanding the existing T1 International terminal facilities and the construction of a new domestic terminal, the project includes aerobridges and multiple aircraft ramp systems to connect the terminal building to aircraft parking stands, aviation fuel infrastructure, aircraft waste disposal facility, and a logistics facility,” it reads.
“The design of the terminal facilities is being undertaken over several years with input from airlines and other stakeholders. The New Terminal is anticipated to be opened around 2031 (subject to airline agreements and final construction schedule).”
The news follows the release last month of the airport’s draft 2026 master plan, which forecast annual passenger numbers to grow from 17.48 million to 30.8 million by 2046, with aircraft movements to grow from 160,800 to 222,800 per year and air freight to reach up to 269,000 tonnes.
