Singapore’s new privatised pilot training
The Republic of Singapore Air Force (RSAF) selection of a Lockheed Martin led team to conduct its Basic Wings Course (BWC) for the next 20 years using the Pilatus PC-21 advanced trainer under a public/private partnership (PPP) ‘turn-key’ arrange-ment could have implica-tions for the RAAF.
Under the teaming ar-rangement, Swiss manufac-turer Pilatus will provide 19 PC-21s, logistics support and its own embedded training system from early 2008; Australia’s Hawker Pacific will support the aircraft at depot and flightline level; and Lockheed Martin will manage the contract and provide the training syllabus, course-ware, and support equipment such as computer based training modules and simulators.
