Aviation Budget Puts Cost Recovery on Afterburner:
The DotA Aviation budget for 1986/87 has met or excee- ded the Federal government’s previously sta ted aim of achieving full cost recovery. Though the Bosch Report stated that this should be introduced over ten years, in harmony with significant savings in DotA operations, the Department has gone all out to introduce total cost recovery in a period of less than two years The Department has itself reduced its workforce by 9% or 1000 people since 1984 though some of this has been through expected attrition and the transfer of airports from Commonwealth to ALOP ownership. Additionally, this year will see 17 airports and some 1600 people transfer over to the new Federal Airports Corporation (FAC).
Meanwhile, AOPA led the attack on the Budget on the grounds that aviation was paying considerably more for its services than they cost, even under an inefficient government monopoly like the DotA. Taking into consideration the revenue from fuel taxes derived from aviation, AOPA claims that of the $815m expected revenue from aviation charges and taxes for 1986/87, some $510m of this will be directly from fuel. In August alone the tax on avgas and avtur increased by a stunning 24% (from 16. 63c to 20 17c per litre) while since the beginning of the year the taxes on aviation fuel have increased by 150%.
