Under the unique requirements dictated by Amendment 62, Qantas loses every time one of its jets rotates, as do for that matter Ansett, East-W:'est and Australtan. Qantas m fact has stated that this Amendment has cost it at least $8m since 1984 for no verifiable increase in safety. (Rob Finlayson)
Yates Report Recommends New Certification Standards
Yates Report Likely to Bring Radical Improvements to Certification Procedures
The report into the procedures of First of Type (FOTI certification by Mr Ron Yates is likely to bring radical changes to how aircraft are certificated and operated in Australia.
Following growing dissension within every facet of the aviation industry towards the often unique standards applied to imported aircraft, the CAA moved to initiate an independent report into what had historically become the single greatest cause of friction between the Authority and the industry.
The Board of the CAA thus moved in April last year to appoint Mr Ron Yates, a former Chief Executive of Qantas, and Captain Mike Terrell, then retired Director of Flight Operations ofAnsett to investigate every aspect of the complex issue of First of Type certification and its associated airworthiness implications. Due to the emergence of the pilots’ dispute, Capt Terrell was forced to forgo his position and returned to Ansett whilst Mr Yates continued with the assistance of CAA staff.
