Welcome Changes to Cao’s
There have been some welcome changes to CAO’s which will
affect some operators. F or many years, dispensation had to be applied for via an Ops Spec to fuel helicopters while the engine/ rotors were turning (hot refueling). Those operators who found that hot refueling was necessary will be pleased to see that CAO 20. 10 now permits it and an Ops Spec is no longer required. Operators should also note that AGA 7 has been repealed and the assessment of suitability of a landing site now rests with the pilot in command. This will especially please the rescue and EMS operators who had to declare a mercy flight if they were going to land at a site that did not have night lighting in accordance with AGA 7, even if equivalent lighting was present. The minimum distance that a helicopter can taxi to an obstruction has also been removed via CAO 95. 7 and the decision is now with the pilot in command to ensure no risk of collision exists, and no danger is caused to persons or property. The written BGT examination is no longer required for the first turbine endorsement. The Flight Crew Licensing Review found the exam did not contribute to safety and served no useful purpose. Instead, flying schools will have to ensure that the trainee has sufficient knowledge of the engine and its operation to satisfy the instructor.
