The Victorian Chamber of Commerce and Industry has called for a third airport to be built near Melbourne.
“It would be a good idea if we had two domestic airports either side of Melbourne,” chamber spokesman Chris James told ABC News. “We’ve already got one at Avalon; we will need one on the south-east as well.”

James said options for a third airport include Tooradin or Tyabb, near Westernport Bay, or West or South Gippsland.
With Melbourne’s population expected to overtake Sydney’s over the next 20 years, the business lobby says Melbourne Airport will become the country’s largest international port, sparking a need for additional domestic capacity elsewhere.
Melbourne Airport last month unveiled plans to have its new T4 domestic terminal opened by 2014 as part of a $300 million expansion.

says:Im pretty sure the terrain in that area is dictated by hills and swampy mangrove areas close to the shoreline. Plus avalon has vast amounts of room for expansion all around the airport. One big thing with this would be transporting people to and from the new airport to CBD or Melb. Itnl or Avalon for connecting flights. The state government promised to build a rail link to Avalon from the CBD as an expansion of the Melbourne-Geelong line but nothing serious has come of that yet other than an election promise. You couldn’t use tourism as a drawcard to attract people to fly there as it is too far from the snowfields. The regoinals and business flights won’t go there as they have Essendon, for now, which is close to the city and Melb Intl. Given that it’s an idea, it probably won’t go further than a vision in the minds of few.

A fleet of Q400s would work well.
The Monash Freeway is chockers so getting to Tullamarine or Avalon is hopeless in the morning.
Extending the tram line up Melrose Drive might help.
